Le 14 mars, l'état d'alerte a été décrété en Espagne, paralysant une grande partie des activités du pays et touchant directement la quasi-totalité des habitants du quartier du cimetière d'Alicante, un quartier où la vulnérabilité et l'exclusion sont marquées, où la plupart des gens subsistent grâce à l'économie souterraine, par le biais d'activités telles que la collecte de ferraille, la vente dans la rue et le nettoyage des maisons. Cette quarantaine a laissé certaines personnes qui vivent au jour le jour sans pouvoir "gagner leur vie".
Cependant, les voisins ont une fois de plus démontré que l'unité fait la force, en créant un groupe de voisinage autogéré pour distribuer des produits qui ne sont pas couverts par d'autres entités, tels que des denrées alimentaires de base comme le pain, les légumes, les produits d'hygiène et les produits pour bébés. C'est un exemple de communauté et de souci de l'autre, à un moment où les administrations et autres entités sont submergées par la forte demande dans toute la ville.
Solcir, après avoir précédemment collaboré avec le Quartier, lance ce projet pour le compte des voisins du quartier du cimetière afin de pouvoir alimenter les réseaux citoyens qui se structurent, répondant aux besoins non satisfaits à travers les produits essentiels de première nécessité : alimentation, hygiène et produits pour bébés.
Grâce aux ressources collectées, l'aide au quartier sera complétée par la mise en place d'une Banque de produits essentiels autogérée par le quartier lui-même, effectuant des achats auprès de fournisseurs qui distribuent déjà dans les magasins du quartier.
Soutien au réseau citoyen autogéré pour l'approvisionnement et la distribution de produits essentiels.
Objectif général
Fournir des ressources de base aux réseaux de citoyens qui sont structurés pour l'aide mutuelle dans le district des Cimetières à Alicante.
Objectif spécifique 1
Financer les produits de première nécessité : nourriture, produits d'hygiène et de nettoyage et produits pour bébés.
Objectif spécifique 2
Soutenir logistiquement les habitants d'un quartier défavorisé afin qu'ils puissent répondre à la crise actuelle grâce à leurs réseaux de solidarité et d'entraide.
Le projet est destiné aux personnes en situation de vulnérabilité et d'exclusion, qui après la crise de COVID-19 que nous connaissons, sont passées d'une situation de risque à une situation de urgence.
Solcir est formé par un groupe de personnes organisées autour du développement d'activités de solidarité dans le cadre de la coopération internationale et de projets de développement local. Notre mission est d'être une plateforme pour toute initiative de solidarité, comme dans le cas présent, celle proposée par le groupe de quartier.
Ce projet est coordonné par les personnes suivantes :
Francisca Alcazar Nortes Paqui est une figure de référence dans le district des cimetières. Elle est née dans ce même quartier et est la fille de "El Loco ", un illustre voisin qui a fondé le bar qui porte son nom. Aujourd'hui, Paqui tient le bar avec le reste de sa famille, fière de l'histoire de son père et du quartier. Connaissant les problèmes du Barrio, elle se bat inlassablement pour améliorer la situation de ses voisins, défendant les qualités de sa communauté et revendiquant les injustices dont elle est quotidiennement témoin. Paqui est la coordinatrice de la distribution dans le Barrio, mettant à disposition le rez-de-chaussée de sa maison pour la distribution des produits.
Pasteur Heredia Juarez Voisin né dans le quartier du cimetière, le pasteur est un homme d'affaires qui a une grande expérience dans le secteur de la construction et de la gestion des déchets. Son entreprise ayant été fermée en raison de l'épidémie (Chatarrería los Cuñaos), Pastor a pris l'initiative et s'est chargé de la collecte des denrées alimentaires, en aidant Paqui dans la distribution et la logistique. Le pasteur est le coordinateur du transport et des fournitures pour la Banque des produits essentiels.
Caroline Hetterschijt travailleuse néerlandaise à l'Office de la propriété intellectuelle de l'Union européenne (OPIUE), avec un groupe de collègues, a fondé l'association Solcir pour le développement d'activités de solidarité et de collaboration dans le cadre de projets de coopération internationale et de développement local. Caroline est l'ambassadrice du projet au nom de Solcir* et est en charge de la coordination stratégique.
Ces personnes sont soutenues par différents professionnels et entités qui travaillent dans le quartier depuis des années, qui assurent des conseils pour le bon fonctionnement de la distribution depuis la sécurité sociale, logistique, stratégique, administrative et sanitaire. Cependant, la charge de l'organisation et des appels incombe à la communauté elle-même.
La situation actuelle nous a tous touchés, sans exception. Les citoyens les plus vulnérables, ceux qui vivent au jour le jour, sont ceux qui ressentent le plus le choc. Ne pouvant pas quitter la maison, il n'y a aucun moyen d'obtenir de l'argent. Les aides sociales et le travail des ONG en cours sont fondamentaux, mais il faut les soutenir davantage. Une action supplémentaire est nécessaire pour que le quartier des cimetières, l'un des plus vulnérables de la ville d'Alicante, puisse disposer de tous les produits nécessaires. Et surtout, pour soutenir des initiatives aussi chargées de communauté, de participation et d'autogestion que celles-ci.
